INVEST NORTH WEST :: Activities

1. Management

  • Kick-off meeting of the project took place on 23 July 2009 in Vratsa with 40 participants.
  • Project Advisory Committee was established with representatives from the National Focal Point (NFP), Invest Bulgaria Agency, Bulgarian Industrial Association and local representatives from the five districts included in the project. Three sittings of the Project Advisory Committee were held.
  • Six  Project Interim Reports were prepared

 

2. Capacity Assessment

The initial capacity of the local authorities for the implementation of the project activities was explored by means of circulation of detailed inquiry form and on site interviews. 

The results of the assessment were summarized in a report with statistical tables and conclusions. The later was used for management decisions and particularization of the scope of the project - especially about the outlining of seminars and trainings courses contents, the study visits and the information to be published on the Internet gateway.

 

3. Trainings and seminars

The local authorities of the North West Region passed three key types of training:

  • Investment Promotion;
  • Institutional Support for Investors;
  • IT solutions in the provision of administrative services and e-government.

 3.1.  Investment Promotion

 The Investment Promotion seminars comprised the following topics:

- Introduction to Foreign Direct Investment (FDI);

- The process of selection of an investment location;

- Building effective partnerships for investment attraction;

- Image building of the region for attraction of foreign investment;

- Projects risk management (the point of view of investors);

- Undertaking comparative benchmark analysis of investment presentation.

 Six seminars in total with 142 participants in all districts of the North West Region were carried out

 

3.2   Institutional Support for Investors

The Institutional Support for Investors seminars comprised the following topics:

- Introduction to institutional support to investors;

- Preparation and implementation of investor servicing campaign

- The industrial zones as centers of interest to investors;

- Investor servicing;

- Importance of the additional care for investors;

- Monitoring and assessment of the investments.

 Six seminars in total with 137 participants in all districts of the North West Region were carried out

 

3.3. IT solutions in the provision of administrative services and e-government

The IT solutions in the provision of administrative services and e-government seminar comprised the following topics:

- Presentation of the project InvestNorthWest;

- The e-municipality – an important part of the e-government;

-  E-government in the light of  municipality – local business interrelations;

- Technological platforms for delivering of e-services to the citizens;

- Geographic Information Systems (GIS) in support to the local government;

- On-line GIS application in business support;

- Why to work out an useful for both the business and the citizens municipal website;

- Internet technologies for continuing education of municipal employees.

Five seminars in total with 105 participants in all districts of the North West Region were carried out

 

 4. Study visits to Norway and missions of Norwegian experts to Bulgaria

 4.1  Study visits to Norway for the local authorities of the North West Region of Bulgaria 

The study visits to Norway for the local authorities of the North West Region aimed to contribute to the transfer of leading Norwegian know-how for promotion of investments in the field of innovation, high tech, and high value added industries, as well as to the attraction of investors, e.g. concessioners for important infrastructure projects.

 Following the advice of the local authorities and in order to be able to promote separately each district in a framework of an investment forum in Norway, each of the five visits to Norway was addressed to a definite district.

  • Study visit for the administration of the district of Pleven – Oslo, 26 June – 1 July 2010.
  • Study visit for the administration of the district of Vidin – Bergen, 30 November – 5 December 2010.
  • Study visit for the administration of the district of Montana-  Oslo, 4 – 9 December 2010
  • Study visit for the administration of the district of Lovech, Bergen, 5 – 10 March 2011.
  • Study visit for the administration of the district of Vratsa, Bergen, 8 – 13 March 2011.

The study visits contributed to the bilateral economic relations between Norway and Bulgaria and the local authorities were enriched with new contacts, experience and know-how. All the visits were highly appreciated by the both parties and made a start of a fruitful cooperation.  

 

 4.2  Missions of Norwegian experts to Bulgaria

 Based on the interests of the target groups two Norwegian experts were invited to come to Bulgaria in November 2010

 

5. Investment guidebooks for the districts of Lovech, Montana, Pleven, Vidin, Vratsa

  • Investment guide of the district (strategic framework for development, infrastructure, economy, indigenous private sector, education, main investors, culture, tourism and leisure opportunities)
  • Municipalities presentation – individual presentations of all municipalities of the distict;
  • Priority Projects. 

The brochures were translated and published in English (200 copies per each) and then circulated to the municipalities of the five districts, to the Invest Bulgaria Agency, the National Focal Point, the Implementation Agency, the Ministry of Finance, the Ministry of Economy, Energy and Tourism, Norwegian Embassy in Sofia, regional chambers of commerce.

 

6.  Publicity

  • Promotional materials popularizing the financial contribution of FM of EEA;
  • Six press conferences took place;
  • Internet gateway for promoting the five districts of the North West Planning Region of Bulgaria among the investors - the most important output of the activity.

7. Final forum.

 The forum took place on 12 April 2011 and attracted more than 120 participants.
